An object might get charged by rubbing it with another substance. This phenomenon is also known as charging by friction.

A force gets created by rubbing the objects against each other. Charges are allowed to flow in the surface of the objects on rubbing them. Hence, an object gets positively charged and the other gets negatively charged. Henceforth, they get attracted towards each other.

Let us discuss with a most basic example.

Rub a comb in your hair and bring it near small pieces of paper. You will observe that the paper gets attracted to the teeth of the comb. This is due to the presence of charges. On rubbing the comb on the scalp and between the hair, induces charge on the surface of the comb. Thus the bits of paper gets attracted to it.
