No. No two atoms of the same element are identical. Firstly, atoms belonging to different electron belts tend to have different states. For example, considering Copper, if one atom of copper belongs to the excited state, while the other belongs to the ground state, then the two atoms belong to different states. Since the state to which an atom is in is determined by its chemical nature and its presence in a particular electron belt, different atoms belong to different states and act differently in their specific states.
