According to my knowledge, the permanent secretariat of the South Asian Association for Regional Cooperation (SAARC) is located in Kathmandu, Nepal.

The SAARC Secretariat was established in 1985 and is the administrative body of the SAARC organization. It is responsible for coordinating and monitoring the implementation of SAARC programs and decisions, as well as serving as the channel of communication between the member states.

The location of the SAARC Secretariat in Kathmandu, Nepal, was decided upon during the first SAARC summit held in Dhaka, Bangladesh, in 1985. Nepal was chosen as the host country for the permanent secretariat, and it has remained in Kathmandu since then.

The SAARC Secretariat is headed by the Secretary-General, who is appointed by the Council of Ministers (made up of the Foreign Ministers of the member states) for a three-year term. The current Secretary-General of SAARC is Esala Ruwan Weerakoon from Sri Lanka, who assumed office in March 2020.
